1. Our local government plans to implement sewage/drainage system investment in the frame of the present Call. Is it possible to involve a Partner from the other side of the border, which only provides 'know-how' in the project?

   One of the basic principles of the Programme is the evident and justifiable cross-border impact which will primarily be assessed in the course of the evaluation. Construction of a sewage system itself most likely has an impact only on one side of the border, so clear cross-border impact cannot be justified properly.  Moreover, constructions and investments in infrastructure which are typically in the domain of local governments (e.g. waste water management) should be implemented by way of national or other community sources.

2. Is it possible to contract Project Partners for the purposes of project implementation?

   Due to conflict of interest neither Project Partners nor Lead Beneficiaries can be involved in the project implementation as subcontractors.

3. When will the decision about the award of Subsidy be made?

   The evaluation procedure consists of two main phases: the formal assessment and the quality assessment (for details, please consult Chapter 4.1 of the Guidelines for Applicants). The decision on the funding of projects is the task and the prerogative of the Joint Monitoring and Steering Committee. The tentative date of the decision is September 2012 which can be subject to change depending on the quantity and complexity of submitted Applications.

4. Can fixed-term employment contract (In Serbian: ugovor o delu, in Hungarian: határozott idejű munkaszerződés) be signed with the staff?

   Yes, fixed term employment contract is eligible for staff.

5. What is to be considered as the 'start date of the project'?

   The 'start date of the project' is determined and agreed upon by all members of the partnership  to be indicated in Chapter 1 of the Application Form. For further information on the start and end date of the implementation please consult 2.3.1 of the Guidelines for Applicants. Please note that a number of implementation considerations should be taken into account when determining the start date of the project (financial capacity, timeframe for procurements, scheduling specific project activities etc.).
