How can I fulfill the cross-border criteria?

The IPA Implementing Regulation lays down four cross-border criteria: joint development, joint implementation, joint financing, and joint staffing. Joint financing is obligatory for the Partnership, since each partner’s separate budget must reach at least 10% of the total eligible cost of the project. In addition to the obligatory eligibility criterion of the Partnership, at least one of the three other abovementioned criteria must be fulfilled.
Please note, that fulfilling these joint criteria in itself does not mean that the project has real cross-border impact which must be justified in details in the Chapter 3 and 4 of the Application Form! Please also consult the Chapter 2.2.2 of the Guidelines for Applicants.
